The Michigan Association of Police, The Michigan Association of Fire Fighters, and The Michigan Association of Public Employees are proud to announce that the recipients of the 2010 Carl Parsell Scholarship awards have been selected. Carl Parsell is rightfully remembered as the architect of modern day police labor relations, as well as the preeminent pioneer of the law enforcement union movement. Carl spent an unparalleled career thinking about the welfare of the employees he represented, always taking effective actions to constantly improve their economic status, working conditions, and future. Carl was greatly respected and set a tremendous example for all. The Carl Parsell Scholarship Fund, established in 1991, honors Carl’s memory in the most appropriate way possible; by continuing his legacy of improving the lives and futures of others through education. This year’s recipients are: Emily is the daughter of Ruth and David Strasz. Her Dad, David, is a Police Officer with the Sterling Heights Police Department. Emily graduated from East Detroit High School with a 3.9 Grade Point Average and will be attending Grand Valley State University to major in Nursing. Emily has been a member of the Marching Band at East Detroit High School for her four years of attendance, and was the Captain her senior year. She was also in the Concert Band, Symphonic Band, and Wind Symphony where she was First Chair Flute for two years. She will be graduating as the class Salutatorian. Emily has worked as a receptionist at Grace Community Church in Detroit and was a member of the Youth Group there for four years. She also tutors in the educational program at the church and is a member of the National Honor Society. Emily wants to become a nurse and after graduation intends to become a part of the International Medical Corps and go overseas to help people in countries that may not otherwise have proper medical attention.

Dad, Jon, is a Lieutenant at Beverly Hills Department of Public Safety. Joshua graduated from Warren Mott High School with a 3.3 Grade Point Average and will be attending Macomb Community College to study Law Enforcement and Criminal Justice. Josh has been in the Warren Mott High School Marching Band, Varsity Band, and Jazz Band for four years, the Symphonic Band for 3 years, and the Wind Ensemble, which is the top high school band, for two years. He has earned 16 First Division Medals and 4 Second Division Medals for excellence in various music and band performances. Josh has worked at the Detroit Zoo concessions during the summer of 2009 and is currently a cashier and stocker for Gordon's Food Service. Josh has been active with the Boy Scouts and has volunteered by playing his trumpet, at various civic functions such as the Martin Luther King Celebration in Warren, the Michigan Juvenile Diabetes Walk-a-Thon, and also playing in his church. This Scholarship Award will allow Joshua more time for studies and classes, so he won't have to worry about working extra hours to pay his tuition. |  From lef to right Jonathon Schultz, Joyce Parsell, and Joshua Schultz. | Luke is the son of Janet Humphrey and Darcy Salbert. His Mom, Janet, is a Deputy Court Clerk at the 35th District Court in Plymouth Michigan. Luke graduated from Woodhaven High School with a Grade Point Average of 4.0046, receiving 41 straight A's on his transcripts, and was on the Honor Roll every year! He has been accepted at Albion College and Michigan State University, but is awaiting responses from other Universities where he has applied for entry into Neuroscience/Biology programs. A member of the National Honor Society for four years, Luke has also played trumpet and guitar at solo-ensemble competitions, Rockefeller Center in New York City, Cedar Point Ohio, and has played at a number of prominent venues and events in the metropolitan Detroit area, as well as having been featured in local newspapers. Luke is in the process of producing his first CD, having written all the songs on it. Luke is a member of his school's Science Olympiad Team, earning medals at competitions and events in State competitions in the areas of Astronomy, Ecology, Anatomy, and Physiology. His volunteer services include working as an assistant at Parent/Teacher Conferences, tutoring students through the National Honor Society, and working at bake sales and bottle drives to raise funds for charities. Luke also volunteers at Oakwood Hospital and in the emergency room at Henry Ford Wyandotte Hospital. Luke participated in the Physics of Atomic Nuclei summer program at the National Superconducting Cyclotron Laboratory at MSU, which was sponsored by the Joint Institute for Nuclear Astrophysics. This included hands-on experiments and research at the lab. His hope is to one day become a Neurologist, helping people and making new discoveries.

MISSION STATEMENT The mission of The Carl Parsell Scholarship Fund is to assist members and their families who are motivated to improve society by enhancing their future careers through a college education. INTRODUCTION Carl Parsell is rightfully remembered as the architect of modern-day police labor relations, as well as the preeminent pioneer of the law enforcement union movement. It would be nearly impossible to write a history of police unions without spotlighting him in the leading role. Carl spent an unparalleled career thinking about the welfare of the employees he represented, always taking effective actions to constantly improve their economic status, working conditions, and future. Known for his many accomplishments, Carl was greatly respected and set a tremendous example for all. Those who knew Carl still embrace his strength and continue to put his beliefs to work. The Carl Parsell Scholarship Fund, established in 1991, honors Carl's memory in the most appropriate way possible; by continuing his legacy of improving the lives and futures of others, through education. GENERAL INFORMATION Carl Parsell Scholarships are awarded to deserving college bound students who desire assistance with their college tuition. Those benefiting from this program are the families of MAP, MAFF, and MAPE union members. Carl Parsell Scholarships may be used to cover a portion of educational expenses, including tuition, living expenses, and other required fees during the 2011-2012 school year. Scholars may use the award to attend any United States accredited university, college, community college, junior college, two or four year accredited degree-granting institution, or vocational training institution that grants a certification or license. Funds derived from the Carl Parsell Memorial Scholarship Golf Outing determine the number of scholarships to be awarded annually. The maximum award available per student is $1,000 (one thousand dollars). ELIGIBILITY REQUIREMENTS To be eligible to compete in The Carl Parsell Scholarship Fund Program, - Scholarship candidates must be a resident of the State of Michigan.
- Scholarship candidates must be a member of, or immediately related to a member of one of the following organizations:
- Michigan Association of Police, or
- Michigan Association of Fire Fighters, or
- Michigan Association of Public Employees
- Scholarship candidates must have, or will have completed a high school education or its equivalent, on or prior to June 30, 2011.
- Scholarship candidates must not have been convicted of any misdemeanors or felonies.
- Scholars must be enrolled at the time of receipt of the scholarship as a full time student in an accredited institution of higher learning. This would include attendance at any United States accredited university, college, community college, junior college, two or four year accredited degree-granting institution, or vocational training institution that grants a certification or license.
- Applicants must submit their fully completed, signed application to The Carl Parsell Scholarship Fund on or before the March 4, 2011 deadline.

- No Carl Parsell Scholarship Fund trustee or any member of The Carl Parsell Scholarship Fund trustee's family (including wife/husband, mother/father, and children/1st cousins) shall be eligible for consideration as a recipient.
- Previous Carl Parsell Scholarship recipients are not eligible.
2011 Scholarship Award(s) must be used for the 2011-2012 school year. - Carl Parsell Scholarship awards are paid directly to the college/degree granting institution on behalf of the scholarship winner(s). Distribution of this fund will be accomplished by the submission of documentation of expenses; whereby, a check will be made out and forwarded to the institution. Award payment is contingent upon each Scholar providing the proper documentation in a timely manner to The Carl Parsell Scholarship Fund. Withdrawing or dropping a class may affect a potential refund as the college, university, or educational institution will be required to refund Carl Parsell Scholarship Awards directly to The Carl Parsell Scholarship Fund.
- Scholarship recipients will be notified of their award status on or before June 1, 2011.

- Candidates may submit additional information and/or documentation along with their application (for example: copies of letters of recommendation, awards, scholarships, personal accomplishments, school transcripts, etc.). Please do not send originals, as we are unable to return.
- The application must be written in English and all supporting documents must be in English or translated into English.
- Please take the time needed to prepare your written responses. The quality and relevance of your writing may be one of the top determining factors for earning this scholarship award.

Regardless of when an application is postmarked, many scholarship programs will not consider an application if it arrives after the deadline.
- Make sure you meet all of the scholarship criteria. Scholarship candidates must be a member of, or immediately related to a member of either MAP (Michigan Association of Police), MAFF (Michigan Association of Fire Fighters), or MAPE (Michigan Association of Public Employees).
- Please take a few minutes to proof read your application. Make sure you have used correct grammar and spelling in your answers and essays. Attention to this kind of detail is very important and will make a good impression on the panel of judges.
- Make sure you have answered all of the questions. Most judges like to know that you took the time to read a question. If the question does not require a response you may simply answer “None” or “Zero.”
- Make sure your application is neatly written or typed. Your application is your presentation.
- Make sure your application is clearly written and easily understood. If your application states clear concise ideas the judges will find it easier to nominate you for an award.
- Attach any special letters and special accomplishments (e.g., volunteering in the community, mentoring middle school students, etc.) along with your application. These attachments can give your application a great boost.
